Plagiarism Screening Policy

KLAUSULA: Jurnal Hukum Tata Negara, Hukum Administrasi, Pidana dan Perdata

KLAUSULA applies plagiarism and similarity screening as part of its editorial quality-control process. Similarity reports are used as an aid to editorial assessment and do not, by themselves, determine whether plagiarism has occurred.

Screening Stage

Submitted manuscripts may be screened before peer review, during editorial evaluation, or before final publication. Additional screening may be conducted when textual overlap or publication-integrity concerns are identified.

Editorial Interpretation

Editors assess the source, context, extent, and nature of textual overlap. Quotations, references, standard legal terminology, statutory language, methodological expressions, and commonly used phrases may require manual interpretation.

Possible Editorial Actions

  • request clarification from the author;
  • request revision and proper citation;
  • return the manuscript before peer review;
  • reject the manuscript where plagiarism or unacceptable overlap is substantial;
  • apply post-publication correction or retraction procedures if a serious problem is discovered after publication.

Similarity Is Not the Same as Plagiarism

A similarity percentage is an indicator of textual overlap, not a final finding of plagiarism. Editorial decisions are based on qualitative review of the matched text, attribution, citation practice, scholarly context, and the seriousness of the overlap.
