AI Use by Reviewers and Editors

KLAUSULA: Jurnal Hukum Tata Negara, Hukum Administrasi, Pidana dan Perdata

Reviewers and editors must protect manuscript confidentiality and retain independent human judgment throughout the peer-review and editorial process. AI tools must not replace professional evaluation or editorial responsibility.

Confidentiality

Unpublished manuscripts, reviewer reports, editorial correspondence, personal data, or other confidential journal materials should not be uploaded to public or unapproved AI systems where confidentiality, data retention, or reuse cannot be assured.

Human Judgment

Reviewer recommendations and editorial decisions must be based on human scholarly judgment. AI-generated assessments must not be used as a substitute for reading, evaluating, and independently assessing the manuscript.

Permitted Limited Assistance

  • language refinement of the reviewer's own comments;
  • grammar and readability assistance for editorial correspondence;
  • administrative support that does not expose confidential manuscript content;
  • other limited uses approved by the journal that preserve confidentiality and human responsibility.

Prohibited Use

  • uploading a full confidential manuscript into an unapproved public GenAI platform;
  • asking AI to independently produce a complete peer-review decision;
  • allowing AI to determine acceptance, rejection, or editorial priority;
  • using AI in ways that compromise confidentiality, impartiality, or data protection.

Accountability

Reviewers and editors remain personally responsible for the content of their reports, recommendations, communications, and editorial decisions, regardless of whether AI-assisted tools have been used.
