Abstract

The improvement on organizational structure based on recently released Regent Regulation of Tulungagung 3/2022 about position, organizational structure, duties and functions, and work procedures of the regional secretariat of Tulungagung Regency has brought several alterations, especially to the internal financing function. Based on that problem, this study was aimed to analyse the change management and strategy applied, that purposedly remake the system to be more agile by the formation of new bureau, Planning and Finance Department. This study aims to investigate the concept of Agile Government and Adaptive Government through case study on the performance of planning and financing of a subdepartment under an administrative function in local government through descriptive qualitative approach. Using interview to seven participants, data were collected and further proceeds in two analysis road: a root cause analysis and change management model. The results shows that an evaluation upon Agile’s scope and definition is necessary to determine whether the government is already in the Agile state, or just an adaptive stage. This study also discuss how the bureaucracy in Indonesia may lost in terminology and claimed to be the Agile one while the crucial problem stem has never been addressed.
